Reconstruction proceeded swiftly and nearly all railway lines were back in service by the end of April. The fast pace of reconstruction is due to reinforcement of the infrastructure, which has been carried out since the Kobe earthquake of 1995, where damage was more serious. However, rebuilding those lines close to the Pacific coast that were damaged by the tsunami (six JR lines and the Sanriku Railway) has not yet started, because no decision has been made about if and how to relocate the coastal towns and villages.
