The three main problems are the low level of interest of teachers who provides health education, that little time is given to health education, and that it has not been made clear what health education should teach. In this paper, “judgment” is placed between “understanding” and “behavior” in health education, and “health literacy”is defined as connecting them. Since the concept of health literacy is varied and wide ranging, it is difficult to have children learn the entire scope of literacy in school education under the present circumstances. Therefore, “critical health literacy,” considered to be advanced ability, was taken up from the viewpoint of cognitive ability among three stages (functional, interactive and critical literacy) of health literacy. Furthermore, the significance of having children understand “ health information literacy,” which is the principal conception of “critical health literacy,” in the health education provided in school is discussed.
